Old Dominion Court Services (ODCS) is located at 860 Smithfield Avenue Winchester, VA 22601. The main number is 540.665.5633. ODCS encompasses the Alcohol Safety Action Program, Pretrial Services and Local Probation.

The Virginia Alcohol Safety Action Program, also known as ASAP provides probation and intervention services for the Commonwealth’s courts. VASAP is a non-profit organization that works directly with the courts and the Virginia Department of Motor Vehicles to provide intervention services for those who are charged or convicted of a driving under the influence (DUI), alcohol or drug misdemeanor offense in the Commonwealth of Virginia. The VASAP system is user funded; fees are charged for each of the services used. Completing ASAP is mandatory for all DUI convictions under Virginia State Code 18.2-271.1.

In accordance with the Code of Virginia §19.2-152.2 – 19.2-152.7, Old Dominion Court Service Pretrial Services Agency was established in August of 1995. One function of Pretrial Services is to provide defendant background information and recommendations that assist Judicial Officers in determining terms and conditions of release. By using a validate risk assessment, Pretrial Services is able to assess risk of flight and risk of being rearrested; thereby holding defendants that may pose a risk to public safety and releasing those who are likely to comply with the conditions of bail. The second function of Pretrial Services is to provide supervision to those defendants who have pretrial supervision as a condition of bail. Supervision often entails, face-to-face contact, verification of employment and residence, drug and alcohol testing, and providing assistance to the defendant in regards to local social or human services.

In accordance with the Code of Virginia §19.2-303.3, Old Dominion Court Services Local Probation Agency was established in August of 1995. As an alternative to incarceration, ODCS LPA is an Evidence-Based Program which utilizes assessments, effective communication/motivation strategies, incentives and sanctions, case planning and appropriate community referrals for the supervision of court-ordered offenders. In addition to monitoring court ordered obligations, such as community service, drug and alcohol testing and completion of specific programs, LPA attempts to address criminogenic risk factors of the clients. Pro-social behavior is addressed by appropriate referrals to substance abuse treatment, cognitive behavior treatment and individual meetings where goal setting and criminal thinking errors are discussed.
