Superintendent Clay Corbin

The Superintendent is appointed by the Jail Board and is responsible for the day-to-day management of the Jail. The position of Superintendent is the executive authority within the facility and holds authority over all employees, civilian and sworn.

 

Major Tana Jones

Assistant Superintendent

The Major exercises authority over all jail personnel that fall below the rank of Major in the day-to-day operations of the facility and reports directly to the Superintendent. The Major handles a vast range of duties that include hiring, FOIA, training, and accreditation. In the absence of the Superintendent, the Major assumes command.

 

Captain Michael Parker

Security Division

The Captain of Security is the authority over all Security Lieutenants, Sergeants, and Jail Officers. The Security Division encompasses all housing units within the Main Facility and Security Annex, the Classification Department and Booking Department. The Captain of Security is responsible for the safety and security of all staff and inmates that are in the facility.

 

Captain Daniel Cottrill

Community Corrections Division

The Captain of Community Corrections is the authority over the Community Corrections Lieutenant, Sergeants, Officers, and other civilian division staff. This division encompasses Work Release, Community Inmate Workforce (CIWF), Home Electronic Monitoring (HEM), and Programs.

 

Captain Heath Custer

Support Services Division

The Captain of Support Services is the authority over the Lieutenant, Officers, and civilian staff that fall within this division. The Support Services Division encompasses Food Service, Records, Medical, Mental Health, Maintenance, Transportation, Inmate Workforce, Property, and Information Technology.

 

Chief Lynn McKinley

Administration and Finance

The Chief Budget Manager is responsible for the oversight of the annual budget for the facility. This includes the oversight of general accounting, accounts receivable/payable, canteen, and financial statements reporting functions. The Chief of Finance also oversees some administrative functions for the facility, including the supervision of civilian staff who perform duties in accounts payable, inmate accounts, and those that serve as the Customer Service representative and the Administrative Assistant.

 

Chief Kim Chmura

Community Corrections - Court Services Division

The Community Corrections Chief is responsible for the oversight of Old Dominion Court Services (ODCS).  ODCS provides pretrial services and local probation to the Counties of Clarke, Frederick, Page, Shenandoah, and Warren, as well as the City of Winchester.  The Chief manages the day-to-day operations of this agency and ensures that these programs are in compliance with guidelines set by the State.

 

Director Jen McVeigh

Old Dominion ASAP

The Director of Old Dominion Alcohol Safety Action Program (ASAP) is responsible for overseeing the administration of the program as set forth in Virginia Administrative Code 18.2-271.2. The Director oversees the day-to-day operations, ensures compliance of the program per state guidelines, and strives to fulfill the ASAP mission of increasing roadway safety by reducing impaired driving through offender intervention and education. Old Dominion ASAP proudly serves the Counties of Clarke, Frederick, Page, Shenandoah, and Warren, and the City of Winchester.
