What is the scheduled release time of an inmate?
  • Scheduled releases from the Regional Jail start at 5:00 AM. If an inmate is being released from another jurisdiction, facility, or Department of Corrections the receiving agency must be contacted for information concerning the inmate.  

  • To inquire about inmates incarcerated withing the Department of Corrections call (800)467-4943 or (804)674-3000.

Can I call and speak to an inmate?
  • Inmates are permitted to make unlimited calls between the hours of 8:00 AM to 10:30 PM when not in lockdown periods. An inmate will not be able to receive incoming calls and messages to inmates are not permitted to be passed unless it is a confirmed emergency message.  

  • Emergency messages will be confirmed prior to being passed to an inmate. All emergency related messages for inmates are to be passed to the Control Room Officer. This officer will ask for information to verify the emergency message, prior to passing it to the inmate. The number to call to report an emergency message is (540) 535-3800.

How do I block an inmate from calling me?
  • If you do not wish to receive calls from an inmate, follow the instructions on the phone system to block incoming calls or contact ViaPath at (814) 949-3303. 
How do I get someone out of Jail?
  • If an inmate is not released on his or her own recognizance by the Judge or Magistrate, and a bond amount has been set, the inmate is eligible to be bonded out of the Jail. Anyone can come to the Northwestern Regional Adult Detention Center at 141 Fort Collier Road, Winchester, Virginia to bond them out, unless otherwise ordered by Judge or Magistrate. Bond may be posted in Court or at the Magistrate’s Office in the form of cash, property or through a bonding company. Bail bond companies are easily found through an online search or the yellow pages of the phone book. Jail staff cannot recommend a bonding agent.  
How can I find out if an inmate has a bond?
There are multiple methods to find out this information. The inmate locator and the automated phone inmate lookup applications provide an assortment of information on an incarcerated person. This includes bond information.  
When is court scheduled?
After initial incarceration, if unable to bond or a bond is not given, the inmate will be brought before a judge at the earliest available date. When seeing the judge, a bond hearing will be conducted, and attorney status will be reviewed. The judge can raise or lower the bond, release a person on their own recognizance, provide a bond, or remand an inmate to the Jail without a bond. During this time the judge will also make the determination if the court will appoint an attorney or if the inmate will be required to hire their own representation.  
How can I find out an inmate’s court date?
  • If you wish to learn the court date of an inmate, you will be required to contact the courthouse for each appropriate jurisdiction.

Where is the Courthouse located?
  • The Frederick County / Winchester City Joint Judicial Center is located at 5 North Kent Street, Winchester, Virginia 22601. This encompasses all courts for Frederick County and Winchester City. 

  • Clarke County General District Court and Juvenile and Domestic Relations Court is located at 104 N Church Street, Berryville, Virginia 22611.  

  • Clarke County Circuit Court is located at 102 N Church Street, Berryville, Virginia 22611. 

  • Fauquier County General District Court is located at 6 Court Street, Warrenton, Virginia 20186. 

  • Fauquier County Circuit Court is located at 29 Ashby Street, Warrenton, Virginia 20186. 

  • Fauquier County Juvenile and Domestic Relations Court is located at 14 Main Street, Warrenton, Virginia 20186.

What happens if a person is committed and remains in jail?
After arrest the person will be taken in front of the Magistrate.  Prior to seeing the Magistrate, the arrestee will be patted down to ensure no contraband is present. All personal property other than a single layer of clothing and money is removed and inventoried by Jail staff. If no bond is given or if the person in unable to make the bond that has been set, he/she will begin the commitment process for the Jail. This process encompasses being booked into the Jail’s system, dressing out the new inmate in jail issued clothing and issuing property items, such as hygiene products, that are needed for housing at the facility. How do I give an inmate funds?
The Detention Center accepts multiple forms of funds for inmates. Each of them requires a different method of delivery. Money orders are accepted by mail only and must contain the inmate’s first and last names, as well as the first and last name of the sender. Cash and debit/credit card deposits can be made through the inmate banking kiosks located in the lobby of the Main Jail. These kiosks are available 24 hours a day, 7 days a week. Deposits can also be made online through the canteen website or tablet website. Please see the Inmate Finance page for the websites for each and other financial information. 
If an inmate is taking medication prior to incarceration, will he/she be able to continue those medications?
Medications must be confirmed as a current and valid prescription. Medical records may be requested for the Detention Center’s physician to determine if the medications will be continued. Medications that have not been provided by the facility are not accepted, but valid prescriptions can be brought in for Medical staff to document.  
What should I do if I believe an inmate is depressed or contemplating suicide?
Incarceration can be upsetting and difficult for many people. If you know someone in jail who feels depressed or suicidal, please call the Detention Center at 540-535-3800 and report the situation to staff. This will allow staff to follow up with the inmate to ensure that they are safe. The facility provides Mental Health Services and encourages inmates to reach out when they are in need of these services.
